Hello Catherine. The bloke is simply “settling” down the sandbags before pouring cement over all. At least that is what usually happens. There are such walls throughout South Tarawa + many others on the outer islands, of various qualities. They are there to stop storm surges and king tides from flooding roads and homes etc.however where the walls end you have even more pronounced erosion! Maybe not directly to do with sea level rising, but related, along with the salination of well water, the death of coastal trees etc. I will try and photograph this wall again when next passing Tebunia.

Yes “Fixed_ Wings” I;m afraid that sometimes the seawalls do affect the existing land in adverse ways..creating further erosion!
